EU-Russia relations have evolved from pragmatic but stagnating relations, in the framework of a Strategic Partnership, to a confrontation. While hopes for a cooperative relationship started dwindling even earlier, the crisis over Ukraine, which erupted in 2014, was an unexpected game changer.
